GENERAL DESCRIPTION OF DUTIES
The Maintenance Technician II will report directly to the Maintenance Director. The purpose of this position is to repair and replace standard plumbing, electrical, HVAC, and carpentry components of the housing units, including but not limited to painting and routine and preventive maintenance. The Maintenance Technician II will maintain work orders in accordance with HUD regulations and policies. They are required to be on call at various hours including holidays and at night. Performs other related work as directed.
SPECIFIC DUTIES AND RESPONSIBILITIES
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. - a) Engage in maintenance and repair of housing units. Perform a wide variety of electrical, plumbing, HVAC, carpentry, and preventive maintenance tasks, as needed
- b) Complete assigned work orders in response to resident calls, for routine facility maintenance, preventive maintenance, and on call emergencies and ensure repairs of such are efficient, safe, and sanitary and provides a quality of service.
- c) Report to the Maintenance Director each morning to receive feedback and assignments and report any deviation from plans in areas of responsibility.
- d) Comply with workplace safety.
- e) Maintains knowledge of current, applicable state, local and federal regulations, codes and laws pertaining to public housing development and management.
- f) Participates in special projects or programs as necessary.
- g) Conduct inspections of units to determine the need for preventive and routine maintenance.
- h) Ensures excellent property upkeep and curb appeal
- i) On-call on a 24x 7 basis to deal with facilities or resident crises and emergencies, maintain on call schedule
- j) Operates a vehicle and office equipment including a computer, fax machine, telephone, calculator, and copier. Utilizes a level, measuring devices, electronic locator devices, etc. as necessary during field work.
- k) Interacts and communicates with various groups and individuals, which may include the immediate supervisor, co-workers and other agency personnel, subordinates, other governmental agencies, HUD officials, city officials and committees, residents, landlords, contractors, attorneys, sales representatives, and the general public.
MARGINAL FUNCTIONS
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Other duties as directed. Knowledge, Skills, and Abilities
- 1. Knowledge of policies and procedures, particularly as they pertain to areas of responsibility
- 2. Knowledge of Uniform Physical Condition Standards and other maintenance related standards.
- 3. Knowledge of laws and standards that apply to areas of responsibility, such as Fair Housing Laws, North Carolina
- 4. Knowledge of the physical layout of properties.
- 5. Knowledge of safety rules, including accident causation and prevention.
- 6. Knowledge of the operation of authority computer system and software
- 7. Knowledge of basic English in order to communicate verbally and in writing
- 8. Knowledge of mathematics sufficient to perform calculations
- 9. Knowledge of building and ground maintenance, including standard practices, methods, tools, and materials, of electrical, plumbing, HVAC, painting, carpentry, and grounds keeping.
- 10. Ability to read blueprints
- 11. Ability to develop procedures for efficient and timely completion of work.
- 12. Ability to use basic office equipment such as telephone, fax, copier, and computer
- 13. Ability to generate records, receipts, and reports efficiently using a calculator and the computer system
- 14. Ability to establish and maintain effective work relationships with peers, superiors, residents, community service agencies, and the public
- 15. Ability to develop policies and procedures within scope of responsibility
- 16. Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements
- 17. Ability to be insured.
- 18. Skilled in analyzing situations in order to identify problems and offer possible solutions
- 19. Skilled in communicating with all types of people in a wide variety of situations
MINIMUM TRAINING AND EXPERIENCE
Requires High School Diploma or Equivalent plus three (3) years of building and apartment maintenance work experience, or an equivalent combination of education, certifications, licenses training, and experience in plumbing, electrical, carpentry, and HVAC. Pool Operator Certification a plus.
SPECIAL REQUIREMENTS
Must possess a valid driver’s license issued by the State of North Carolina

Physical Ability: Tasks involve the ability to exert physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate to heavy weight (5-50 pounds).
Dexterity: Requires the ability to perform semi-skilled coordinated movements.
Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
